On Jan. 29, 2020, in the area of Madi- son and Karlov, Sergeant Ramaglia, op- erating in a covert capacity, observed the offender, Walter Johnson, shoot and fatally wound victim Devell Hill. Ser- geant Ramaglia immediately took po- lice action and engaged the offender. The offender began firing at Sergeant Ramaglia, who was struck in his arm, causing severe bleeding.
The offender fled the scene east- bound in his vehicle. Sergeant Ramaglia radioed the zone, giving a description of the offender and requesting assistance. Officers Bishop and Pufpaf were the first officers on the scene and placed Ser- geant Ramaglia inside their police vehi- cle to transport him to Stroger Hospital.
While en route to the hospital, the offender was spotted driving by the officers and Sergeant Ramaglia. With-
out hesitation or regard for his own well-being, Sergeant Ramaglia directed Officers Bishop and Pufpaf to appre- hend the offender. The offender, in his efforts to flee and elude his pursuers, lost control of his vehicle and crashed. The offender attempted to flee on foot, but Officers Bishop and Pufpaf and Ser- geant Ramaglia placed the offender into custody and his weapon was recovered. The offender was charged with murder, attempted murder, UUW by a felon, as well as aggravated discharge of a fire- arm.
The offender was found to be in pos- session of a Glock Generation 5 9-milli- meter handgun, an extended 30-round capacity magazine and a Crimson Trace laser sight. Due to their keen observa- tional skills and selfless actions, a dan- gerous felon was removed from the streets of Chicago. Outstanding pinch!

Sergeant Ruvalcaba and his team of officers were alert- ed to a burglary pattern in the Hyde Park neighborhood by Detectives Lally and Furlet. The detectives had developed numerous crime pattern analyses after observing similar reported burglaries in which the offender’s M.O. was to un- lawfully enter laundry rooms of multiunit apartment build- ings and remove currency from coin-operated washers and dryers.
The officers formulated a plan to identify, locate and appre- hend the “Maytag Bandit,” whose two-year crime spree had resulted in 27 reported burglaries and countless unreport- ed burglaries and thefts. The officers and detectives watched countless hours of video surveillance and conducted premise checks, investigatory street stops (each time completing ISR reports) and follow-up interviews of victims and potential wit- nesses.
Once the Maytag Bandit was identified, the officers learned his whereabouts from his parole officer. And yes, you heard it right, he was on parole. The arresting officers monitored the offender’s listed address and known hangouts and finally placed him into custody. The offender was charged with two counts of burglary, and his arrest led to the clearance of 27 bur- glary cases.
This collaborative effort by the detectives and district per- sonnel drew the positive attention of local news outlets, which highlighted all police personnel involved for their dedication and professionalism.
It is with great appreciation that Chicago Lodge #7 pres- ents the Distinguished Service Award to these officers.
