Invisible Institute taking another ride on the Burge bus?
The FOP has been notified by the City that the media organization called the Invisible Institute has filed a FOIA seeking records about a police shoot- ing in which a murder suspect disarmed a detective, shot at him, then committed suicide while in police custody.
The FOIA focuses on some detectives recently exonerated of misconduct allegations by Judge Wil- liam Hooks in another double murder case. In that case, Judge Hooks ruled that George Anderson was
lying in making allegations against detectives Kenneth Boudreau, Jack Halloran and James O’Brien for two 1991 murders of chil- dren.
Hooks ruled that Anderson had jumped on the “Burge bus” in making allegations against the detectives, who worked a short time under the command of Jon Burge.
Both Boudreau and Halloran testified in Anderson’s hearing, where he claimed he was the victim of police coercion. Hooks also rejected pattern and practice claims against the detectives in his ruling.
Despite the ruling by Hooks, the Invisible Institute, an entity
that claims to investigate police misconduct but, according to its website, is supported by civil rights law firms that file lawsuits against the police, has been filing several Freedom of Informa- tion claims in cases the detectives have worked.
In the latest FOIA, the Invisible Institute is seeking records in connection with the 1991 suicide of Reginald Cole in police custody. Cole was brought to Area Central in connection with a murder investigation in which he was a suspect. Cole reportedly asked to be moved to another room so that he could give his con- fession where other arrestees could not hear him. When brought there, he disarmed a detective and fired a round at him. Halloran entered the room and fired at Cole, but Cole put the gun to his mouth and shot himself right as another detective fired at him.
Cole’s criminal history included a murder conviction for which he served time. At the time of this incident, he was back in pris- on and was serving time for a separate armed robbery when the detectives writ him out in order to charge him in the murder they were investigating.
