narrative from 1999 to 2014 has given way to an
unflattering post-2014 narrative. This hardly needs
be so as global upside prospects of larger inward
capital flows to developing countries (tailwinds)
should more than compensate for downside risks
to global growth (headwinds). But the right
strategic levers must be pulled.
