 Mollaun immediately resigned because he had a wholesale beer license, and Jackson also turned in his resignation.
They were replaced by Barry Nanz and Nancy Caudill.
Nanz was elected chairman later that month, just one day before a scheduled meeting with Lawrenceburg City Council.
That meeting was followed by another in November when city officials offered LCD a $500,000 annual share of payments from Argosy Casino.
The entire project depended on LCD’s willingness to lease the necessary land to the city, which then in turn would lease it to the casino.
LCD board members rejected the offer and another meeting was planned for later in the month.
This time LCD insisted on receiving half of the Argosy income, estimated to total about $6 million a year.
City officials capitulated and passed a resolution to that effect in December of 1995.
Half of the newfound income would be put into an escrow account, and district taxes would be reduced by one-third each year.
The first district wide election for board members took place in January 1996, resulting in the re-election of Barry Nanz, James Knippenberg and Nancy Caudill and the election of Larry Miller and Roger Woodfill as new board members.
Later that year, they agreed to move ahead toward creating a levee to protect the east US 50 area, by conducting test borings in the existing railroad fill.
The budget for 1997 reflected their new income totaling $349,950.
At the 1997 election, Dennis Richter replaced Nancy Caudill as a board member.
That was also the month in which they were expecting their first check for about $247,000 from riverboat funds, and began making plans to fill more than 200 groundhog holes discovered in the levee.
