If you have not entered Approvers using the Approver/Reviewer hyperlink, the system will allow you to
Return to RAS. This will route to the Return to RAS stage, but routing to the workflow admin group, not the
users that you wished for the Proposal to go to.
If you click Approve, the system will Approve the Request without routing to Return to RAS.
