The result of this confluence of disincentives is not only a loss of money, but also exposure to a more serious existential risk. Most predictions suggest that the reign of oil and gas as the world’s predominant energy sources is ending. As the global energy transition quickens, demand for fossil fuels will inevitably decline, causing prices to fall. Although no one knows how quickly this will occur, what is clear is that Libya can no longer afford to wait to act.
Public awareness that the energy transition is not just desirable but inevitable is growing. Calls for subsidy reform from within the government and calls from the public for more reliable and cleaner energy are strengthening. These calls will eventually result in change. The sooner it happens, the better the country will be positioned to become a leader in the energy sector once again.
