quality of care can vary considerably, and it is largely left up to the patient to determine the doctor’s or nurse’s expertise. Finally, with little control over costs, people who often have no alternative healthcare source must pay whatever fee is asked of them.21
As the healthcare system goes through its unintended transition, important choices will need to be made. Restoring the public health system would require intense investment to upgrade both administration and human resource management. Fully embracing private health care would also require more deliberate planning, regula- tions enforced, health insurance policies strengthened, and standards raised. Likely, both options will need to be pursued if the healthcare system is to be healed. Health is a basic right and a non-negotiable need. Ensuring that the future national health system is fair and accessible to all will be vital to the country’s ability to restore itself after so many years of instability.
