society actors allowed to operate under the former regime, and they have been able to maintain their neutrality despite the increasing partisanship. On the government side, reconstruction funds are routinely set up in the wake of disasters. Although financing is often delayed and inadequate, these funds provide a mechanism through which resources can be mobilized and channeled to the affected areas.
These response mechanisms are a critical source of resilience and allow communities to recover and move forward with their lives. However, reconstruction efforts will be critical to moving beyond simply surviving to a stronger and more prosperous society. The reconstruction of conflict and disaster areas, and public infrastructure investments overall, will revive the local economy and also contribute to the economies of neighboring countries. Political stability and reconstruction could turn Libya into an economic dynamo for the region and beyond.
