Victor Vizcarra
The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain Victor Vizcarra for heroism while participating in aerial flight as pilot of an F-105 Thunderchief Fighter-Bomber over North Vietnam on 27 July 1965. On that date, Captain Vizcarra participated in a strike against a heavily defended Surface to Air Missile site near Hanoi, North Vietnam. This was the first attack by fighter aircraft on an operational SAM site in
military history, and the hazards involved cannot be over
emphasized. Penetrating target defenses on a high-speed, low-level run in the face of heavy anti-aircraft fire, Captain Vizcarra
courageously pressed his attack to inflict heavy damage upon his assigned target. The outstanding heroism and selfless devotion to duty displayed by Captain Vizcarra reflect great credit upon himself and the United States Air Force.
Charles S. Reed
#1 By direction of the President, the following named officer, Charles S Reed, Captain, 409th Bombardment Group(L) is awarded the Distinguished Flying Cross for extraordinary achievement while participating in aerial flight against the enemy as pilot of an A-20 type aircraft from April to October 1944. While participating in numerous and
hazardous light bombardment missions, Captain Reed has displayed outstanding courage, initiative, and devotion to duty in the accomplishment of his many
responsibilities and has contributed in large measure to the successful operations of the group. The superb manner in which he has discharged his duties is worthy of emulation and is in keeping with the highest traditions of the service. Entered military service from Tennessee.
#2 The President of the United States takes great pleasure in presenting the Distinguished Flying Cross (First Oak Leaf Cluster) to Charles S. Reed. Colonel Charles S. Reed distinguished himself by extraordinary achievement while participating in aerial flight as an Aircraft Commander, C-123K aircraft at Kham Duc Airfield, Republic of Vietnam, on 8 August 1970. On that date, Colonel Reed's mission was to deliver combat essential ammunition to resupply the Free World Forces defending this remote installation which was under hostile mortar attack. Colonel Reed employed ground fire avoidance techniques to land his aircraft and
maneuver it into position for expeditious offloading. His aircraft immediately became the target of a renewed and intense mortar attack. Colonel Reed's expert judgement and aircraft control enabled him to complete the offloading, make an assault takeoff, and sustain no damage to the aircraft or injury to the crew. Colonel Reed's completion of his mission aided in the continued successful defense of Kham Duc. The professional competence, aerial skill, and devotion to duty displayed by Colonel Reed reflect great credit upon himself and the United States Air Force.
