A federal judge sentenced a 44-year-old Tampa man to prison for conspiracy to com- mit credit card fraud and ag- gravated identity theft. He pleaded guilty on January 15, 2015.
According to federal court documents, U. S. District Judge Steven D. Merry- day sentenced Ricardo Romero-Mesa to 7 years in prison and the Court ordered him to forfeit $13,423.79, traceable to the crime.
Court documents showed that in early 2014, investiga- tors identified Romero- Mesa and Lazaro Hernandez-Cabrales as co-leaders of a credit card fraud ring.
The two men, along with others, used several stolen credit and debit card account numbers to generate counter- feit credit cards. They used the credit cards to purchase hun- dreds of reloadable Visa gift cards, which were then used to purchase items at home im- provement stores. The mer- chandise was later returned in exchange for cash.
Investigators determined that the conspirators initially purchased the stolen account numbers from an online web- site based in Eastern Europe. The information belonged to members of the Navy Federal Credit Union and Armed Forces Bank.
Hernandez-Cabrales is also accused of obtaining ac- count information using skim- mers on gas pumps.
Federal officials executed a search warrant at the resi- dence shared by Romero- Mesa and Hernandez-Cabrales, and seized more than 200 gift cards, credit cards, and hotel room keys, some of which had been re-coded with other credit and debit card account numbers.
On February 17, 2014, in- vestigators also recovered computers, receipts from mer- chandise that had been re- turned, high expensive purses and clothing, and receipts for the purchase of wire transfers from the United States to Ukraine.
The investigation also re- vealed Hernandez- Cabrales had wired more than $23,500 to recipients in Ukraine and Russia to pur- chase at least 800 stolen ac- count numbers from a website that offers them for sale.
Officials said in total, more than 1,000 credit card num- bers, issued by at least 15 dif- ferent financial institutions were recovered.
Lazaro Hernandez- Cabrales pleaded guilty for his role in the case. He was sentenced to 5 years and 10 months in prison on February 10, 2015.
