Monsignor Higgins served as pastor of St. Lawrence Catholic Parish for 49 years. Beginning in 1958, he became the longest tenure of any priest in the St. Pe- tersburg Diocese. In June 2007, he retired as pastor while remain- ing as pastor emeritus and contin- uing his initiatives on behalf of the poor.
Monsignor Higgins was born in Magherafelt, Northern Ireland, and ordained a Catholic priest on June 21, 1953 at All Hal- lows Seminary in Dublin, Ireland. He relocated to the United States and was assigned to the Florida Diocese of St. Augustine. In 1958, he was reassigned to the Tampa Bay area.
Upon his arrival in Tampa, he was given 20 acres of cow pasture at Hillsborough and Himes Av- enues along with a mandate: “Build a parish.”

He has served as chaplain for the Tampa Bay Buccaneers and Rowdies.
He founded the Raphael Foundation in 1997, which sup- ports programs for the disadvan- taged such as MacDonald Training Center, Meals on Wheels, Judeo Christian Health Clinic, Abe Brown Ministries, and Trinity Cafe.
