WHAT IS ALREADY DONE
A number of measures to re-equip several
airports in the Far East region improved
transport accessibility of the Kamchatka
Kray, Sakhalin and the islands of the Kuril
Ridge. Over the course of three years, the Air
Navigation System of the Republic of Crimea
has been completely refurbished after becoming
a part of the Russian Federation. Work is
under way to create a network of enlarged air
traffic management centres, which operate by
utilising integrated equipment from a number
of systems of different manufacturers, produced
by the Corporation in close cooperation with
its enterprises, and the main customer — the
Federal State Unitary Enterprise State ATM
Corporation.
Re-equipment of major air traffic control
centres (ATC) of various levels is planned
as well, most of them regional: Vladivostok
(Knevichi), Petropavlovsk-Kamchatsky (Yelizovo),
Kaliningrad (Khrabrovo), Kazan, Tver, Voronezh,
Rostov (Platov) and others.
All these centres are being equipped with
fifth-generation systems of technical means
for automated air traffic control. They include
automated air traffic controller workstations,
implemented with universal consoles, hosting
informational display devices, switching
terminal devices, controls and other tools that
provide certain functions.
HOW IT WORKS
First-generation consoles, similar to those
implemented in the „Terkas“ ATC automated
system, relied on decision-making of the ATC
dispatcher, based on information received
from the display screen, with the accuracy
of the coordinate data and the amount of
information provided about the aircraft
corresponding to this screen’s model. Modern provides information capacity of an estimated
fifth-generation digital systems, coupled order of a magnitude higher, and coordinate
with high-precision data sources (secondary information — two orders of magnitude higher
radars, automatic dependent surveillance in relation to its accuracy, where it is compared
