“You shall count seven weeks for yourselves,
from when the sickle is first put to the standing
crop shall you begin counting seven weeks”

(Devarim 16:9)

Why does the Torah command Bnei Yisrael to station officers and
judges in each city? Isn’t this self-understood? This command refers
to the city that is each and every person, comprised of millions of
parts, and crowned with a mind which can contain tremendous amounts
of information.
