                                                                                                                     verdict, between plague and plague, matters of

                                                                                                                     dispute in your cities – you shall rise up and
                                                                                                                     ascend to the place that Hashem, your G-d,
                                                                                                                     shall choose. You shall come to the Kohanim,
                                                                                                                     the Leviim, and to the judge who will be in those
                                                                                                                     days; you shall inquire and they will tell you the
                                                                                                                     word of judgment”

                   “Judges and officers shall you appoint in all your cities.” This refers to
                   literal law-enforcers, as well as spiritual watchmen.

                   Man is naturally drawn after materialism and physical pleasures.
                   Therefore, he must establish fences as protection against his Yetzer Hara.
                   The Torah has erected these guards to prevent us from sinning.

                   Why is it imperative to appoint a king, aside from the judges and officers?
                   The Torah is like a judge; the punishment is like an officer; and Hashem
                   is the King. Why the need for a human king?
