Why does the Torah specifically mention that “Hashem spoke to Moshe
on Har Sinai?” Rashi explains that it teaches the following lesson. Just
as the mitzvah of shemittah was transmitted with all its fine details on
Har Sinai, so too, all the mitzvot, including all their details were given
there.
Rabbi Yaakov Abuchatzeira reveals that the word (Behar) and the
word (secret) share the same numerical value of 207. This indicates that
all the secrets of the Torah were transmitted by Moshe Rabbeinu at Har
