Annual Report 2018 - Department of Finance 27 05 Second outputs group: Government Revenues
This outputs group aims to organise tax and non-tax Government revenues. The Department of Finance coordinates with entities responsible for organising and collecting Government revenues and ensuring that the process is efficient, effective and in line with the Public Policy and Abu Dhabi Plan. This aims to develop revenues and diversify Government income resources to contribute in strengthening economic growth in key and strategic sectors of Abu Dhabi.
The Government Revenues outputs group comprises of the following main outputs:
Tax Revenues Non-Tax Revenues Tax Revenues
This output aims to organise tax revenues in Abu Dhabi, where the Department regulates and collects imposed taxes on operating oil and gas companies in the Emirate as well as ensuring the timely flow of such receipts, which in turn will contribute to the stability of cash flows.
This output also includes coordination with federal entities specialised in federal taxes (selective tax and value added tax), in addition to working with concerned entities and authorities to conduct studies related to taxes for the purpose of developing, preparing and examining agreements on the avoidance of double taxation as well as assessing social and economic impacts thereon.
Non-tax Revenues
This output aims to regulate all Government non-tax revenues including Government services fees, customs duties, fines and penalties, dividends on Government investments and other Governments operating revenues.
This output also includes issuing the “Pricing Manual for Government Services” which is a key reference for pricing services which are provided by Government Entities. The manual is focused on considerations of fair value, benefit, market price and economic costs. The Department reviews fees, costs and tariffs imposed on services provided by Government Entities to ensure their alignment with the Pricing Manual and to ensure that they are within the allowable limits, in addition to studying and approving requests by Government Entities concerning the amendment or cancellation of any fees, costs or tariffs on any service. The Department is also responsible for defining the payment channels for fees, prices and tariffs, in addition to specifying the necessary financial facilities to pay them in coordination with Government Entities.
