10 Seventh outputs group: Government Procurement
This outputs group includes conducting, managing and overseeing Government wide procurement tenders, executing and managing Government Wide agreements (GWAs), public auctions and establishing and managing Government procurement e-gate as well as managing the Government bidding halls.
The Government Procurement outputs group comprises of the following main outputs:
Government Procurement Biddings Auctions Government Procurement
This output aims to organise Government procurement, establish organisational and operational frameworks and prepare and assist in the implementation of the required systems and regulations. It also aims to develop and operate the IT platform for Government procurement (Government procurement e-gate), and using it to register suppliers, analyse expenditure, outsourcing, and electronic purchasing, through Government Wide Agreements (GWAs) and/or decentralised contracts. In adition to identifying goods and services which will be purchased through central contacts and signing such contracts with suppliers.
Biddings Auction
The output aims to organise and conduct Government auctions, develop and establish the operating frameworks for Government auctions, prepare and implement the required rules and regulations, establish and manage the IT platform for Government auctions.
2017 Achievements
Several achievements were accomplished within this outputs group during 2017. Following are the highlights of those achievements:
Developed the Regulatory and Operating Framework for Government Procurement, which included the objectives of Government Wide Agreements, its categories and the strategy of procuring such categories.
Launched the Government Procurement Electronic Gate Project and the following key milestones were accomplished:
– Completed the selection of SAP Ariba as operator of the Government procurement portal and its operation.
– Developed an ambitious digital agenda to support the procurement management model.
– Developed Government procurement standards and manuals.
Signing the group buying contract for the health insurance of employees of the Government of Abu Dhabi (expatriates and non-beneficiaries of Thiqa Programme).
