12 2018 Annual Plan
The Department of Finance approved its 2018 annual plan. Below are the highlights of this plan:
Update and issue the Medium-Term and Long-Term Fiscal Frameworks.
Study and review 2019 Government Entities budget proposals.
Issue the Fiscal Policy Report highlighting the impact
of last year’s formulation and implementation of fiscal rules in
Abu Dhabi.
Develop the 2019 General Budget instructions and guidelines, including performance information to link Government Entities budgets with performance.
Study, prepare and obtain approval for the 2019 revenue targets and public spending ceilings.
Continue linking Government Entities to the Electronic System for the Management of Public Financial Resources as well as the Treasury Single Account.
Implement the Government Employee Position Budgeting System.
Update the Chart of Accounts in line with the General Budget classification.
Launch Phase 2 of the Costing and Pricing Project for Government services.
Review Government Entities’ 2018 approved output performance indicators.
Automate Government Entities budget requests.
Setting target dates for closing of accounts and accounting records of Government Entities.
Implement the Value Added Tax laws and regulations for Government Entities within the unified VAT Group, including preparation and submission of tax returns on behalf of unified VAT Group.
Work with Government Entities to update the methodology of preparing the cash flow plans.
Develop and issue the Government Ownership Policy.
Monitor and coordinate debt issuance through a public debt forum.
Review pricing requests of Government services received and ensure their alignment with the approved Pricing Manual for Government Services.
