CAAT Engages in Knowledge Exchange with Malaysian Aviation Commission (MAVCOM) on Best Practices in Economic Regulation of Civil Aviation
เม้อวันที่่ 23-25 กรกฎาคัม 2567 นายศรณ์ั ย เบิ็ญจนิรตัั น์ รองผู้้้อําานวยการสำําานักงานการบิินพิ่ลเร้อนแห่งปีระเที่ศไที่ย พิ่รอ้ มด้้วยพิ่นักงานฝ่่ายกําากับิด้แ้ ลที่างเศรษฐกิจ (ERD) ฝ่่ายพิ่ัฒนา และสำ่งเสำรมิ กิจการการบิินพิ่ลเร้อน (APD) และสำําานักกฎหมาย (LEG) ได้้เข้าร่วมโคัรงการศึกษาและแลกเปีล่ยนข้อม้ลด้้านนโยบิาย การบิินพิ่ลเรอ้ น กฎระเบิ่ยบิด้้านการกําากับิด้้แลที่างเศรษฐกิจตั่าง ๆ ของผู้้้ปีระกอบิการสำายการบิิน สำนามบิิน และมาตัรการอุด้หนุน อุตัสำาหกรรมการบิินจากภาคัรฐั กับิคัณ์ะกรรมการการบิินพิ่ลเรอ้ น มาเลเซึ่่ย (Malaysian Aviation Commission: MAVCOM) ซึ่ึงที่่ปีระชุ่มได้้ม่การแลกเปีล่ยนแนวที่างการกําากับิด้้แลด้้านการบิิน ของที่ังสำองปีระเที่ศ ที่ังการออกใบิอนุญาตัปีระกอบิกิจการ การบิินพิ่ลเร้อน (AOL) การกําากับิด้้แลคั่าโด้ยสำารสำายการบิิน การคัุ้มคัรองสำิที่ธิผู้้โด้ยสำารและการจัด้การข้อร้องเรย่ น นโยบิาย การแข่งขันด้้านราคัา คัุณ์ภาพิ่การให้บิริการ รวมที่ังยังได้้รับิ คัําาแนะนําาเก่ยวกับิการกําาหนด้มาตัรการอุด้หนุนจากภาคัรัฐ โด้ยการปีระชุ่มแลกเปีล่ยนในคัรงั น่ได้้รบิั คัวามร่วมม้อจากหน่วยงาน ด้้านการบิินของปีระเที่ศมาเลเซึ่ย่ ได้้แก่ กระที่รวงคัมนาคัมมาเลเซึ่ย่ (Ministry of Transport) คัณ์ะกรรมการการบิินพิ่ลเรอ้ นมาเลเซึ่่ย (Malaysian Aviation Commission: MAVCOM) สำําานักงาน การบิินพิ่ลเรอ้ นมาเลเซึ่่ย (Civil Aviation Authority of Malaysia: CAAM) และสำนามบิินนานาช่าตัิกัวลาลัมเปีอร์ (Kuala Lumpur International Airport) ปีระเที่ศมาเลเซึ่่ย
โคัรงการด้ังกล่าว ม่วัตัถึุปีระสำงคั์เพิ่้อศึกษาและแลกเปีล่ยน ระบิบิการกําากับิด้้แลการบิินพิ่ลเรอ้นด้้านเศรษฐกิจในตั่างปีระเที่ศ ที่่ม่มาตัรฐานการกําากับิด้้แลที่่ด้่ เพิ่้อให้ CAAT สำามารถึนําามา เปี็นแบิบิอย่างแนวที่างในการพิ่ัฒนาหลักเกณ์ฑิ์และกลไก การกําากับิด้้แลการบิินพิ่ลเร้อนด้้านเศรษฐกิจสำําาหรับิผู้้้ปีระกอบิ กิจการการบิินพิ่ลเรอ้ นได้้อย่างเหมาะสำมและม่ปีระสำิที่ธิภาพิ่ตั่อไปี
During 23-25 July 2024, Mr. Sarun Benjanirat, Deputy Director General, The Civil Aviation Authority of Thailand (CAAT), Economic Regulation Department (ERD), Aviation Industry Development and Promotion Department (APD), and Legal Office (LEG) had participated in learning and information exchange with Malaysian Aviation Commission (MAVCOM) regarding civil aviation policies, economic regulations of airline operators, airports, aviation subsidy schemes by government sector.
Participants have shared direction of regulations by both countries, including Air Operating Licence (AOL), airfare regulation, passenger right protection, complaint management, price competition policy, service quality, and suggestions about subsidy schemes by government sector. This meeting is contributed by collaboration of aviation organizations of Malaysia such as Ministry of Transport, Malaysian Aviation Commission (MAVCOM), Civil Aviation Authority of Malaysia (CAAM) and Kuala Lumpur International Airport, Malaysia.
The objective of this project is to study and exchange knowledge on the economic regulation systems of countries that exemplify best practices in civil aviation regulation. This initiative aims to enable the CAAT to leverage such insights to enhance its own regulatory framework, ensuring effective and efficient management for civil aviation operators.
