the country's power, much of the
country's power came from the
aristocrats of the kingdom. These
aristocratic families had five factions
coming from respective regions of
the kingdom. They controlled more
troops and wealth than that of the
central government and the king.
Gwanggaeto instigated a law that
made it illegal for these aristocratic
families to have large armies and
confiscated most of their troops for
the nation's use.
