Operational procedures
Excerpt from BL 5-61:
Before commencing a flight, the commander must ensure that the necessary
facilities on land and/or water required for the safe conduct of the flight,
including radio and navigation aids, are available and adequate.
The commander must, before commencing a flight, have familiarised himself
with all available meteorological information necessary for the intended flight.
Preparation for a flight must at least include:
a. review of current weather reports and forecasts
b. planning an alternative plan if the flight cannot be conducted as planned
due to weather conditions
An operational flight plan should be prepared to document that the flight can be
conducted as planned.
6.3.1.1 VFR flight without the ground in sight
Below are selected extracts from the provisions.
1.5.1 Unless the flight can at any time be converted to and terminated as a flight
according to instrument flight rules, the conditions for the commencement of
the flight set in points 5.5.2, 5.5.3 and 5.5.4 must be met.
1.5.2 The flight shall only commence when the available meteorological
information indicates that it is possible to complete the entire flight under visual
meteorological conditions (VMC).
1.5.3 In the aerodrome forecast (TAF) for the destination or in the forecast for
an intended landing area or in the forecast for the point on the route from which
the flight will continue with ground visibility, for a period from one hour before
to one hour after the estimated time of arrival, the amount of cloud flown shall
not exceed 4/8 of each individual cloud layer and the ground visibility shall be
indicated as not less than 5 km.
1.5.4 At the commencement of a flight, taking into account the wind and other
meteorological conditions likely to occur during flight at the altitudes at which
