A Complete Streets Vision 2012 Newcomb Smart Growth Hamlet Plan Town Recreation Core: Improvements to this area are intended to create a unified and attractive user experience and to establish a “downtown” or “place making” center of activity along the NYS Route 28N. Improvements to the High Peaks Overlook Park and recreation field include new sidewalks, walkways, and plantings, screening of the Town shed, a terraced amphitheater (for outdoor events), a natural
