The central organisation continued to control aspects of the activities of
the enterprises and continued to benefit from their profits. The profit of the
individual enterprises was distributed as follows:

The percentage of profit going to the central organisation was reduced for
enterprises experiencing difficulties and loans were made available from
the Centralised Fund. When the fall in profits was widespread the VOS
structure was affected.
