This Owlsay belonging to a batch senior to me was already
familiar to me when I held charge of a RMS division in Madras
and he himself was a Director.So we continued from where we
left when I took charge as Director in charge of mails and stores

in Andhra Circle.Owl-say made good use of his position in
charge of Northen Region.It was a familiar sight to see Mr.Owl-
say making a beeline for PMG’s chamber with his Inspector
with a tray of letters received for delivery in the G.P.O in tow.As
expected my PMG would call me and convey Mr.Owl-say’s
grievance against RMS which he alleged negligently dumped
mails not meant for GPO!After I got my share of sharp criticism
from the PMG I would return to my chamber and pass on the
PMG’s observation to the SSRM,Hyderabad Sorting
Division.Mr.Owl-say for his part with the day’s good work
done, that is, setting my PMG agaisnt me would retire to his
room.
Inspite of putting up with tantrums contributed by Mr.Owlsay I
could complete a study on revised method of compiling statistics
of outgoing mails from sorting offices.The study aimed at and
succeeded in optimising handling of mails and quantifying the
number of handlings.An office which could handle at a rate not
exceeding 1.8 imes will be considered according to this study as
an efficient office.

Mr.Owlsay’s piece de resistance was yet to unfold.He ventured on
a big project of availing himself an inadmissible building loan
from the Department using his position as Additional PMG to his
advantage.Unlike as he hoped this act could not escape attention
of the Labour Unions and a union styled N.F.P.T.E Union dashed
off a telegram to Director General and Member (Finance) of
Postal Services Board urging disclipnary action apart from
recovery of wrongly availed loan.Much to his embarrassment

Mr.Owlsay was obliged to make good the irregular loan and
escaped from disciplinary action.Anothe staff union styled
