Figure 9 presents the extent to which municipalities have incorporated innovation into their strategies or plans. The majority of municipalities (71%) reported that innovation is included in their strategic documents, indicating a strong commitment to institutionalising innovation within planning processes. However, 29% of municipalities have not incorporated innovation into their strategies.

For those municipalities that have incorporated innovation in their strategies, these are the examples:
• Capricorn District Municipality: Ensuring that SDBIP and key performance indicators respond to new technology.
• City of Cape Town Metropolitan Municipality: Established an Innovation Unit and approved an Innovation
Framework aligned with city operations.
• City of Ekurhuleni Metropolitan Municipality: Digital systems and QR code technology on refuse bins and trucks
for data tracking.
