Developed primarily by Pardee, Pacific Highlands Ranch encompasses 2,652 acres. The first homes were
built in 2004 with project completion originally set for 2014. Much of the construction was halted during the economic decline starting around 2007. It is between 2-3 years behind schedule. State Route (SR) 56, connects I-15 and I-5 and traverses this community.
Conservation of the Multiple Habitat Preservation Area is the foundation for Pacific Highlands Ranch, preserving valuable open space and encouraging wildlife movement. The preservation area constitutes 1,275 acres (48%) of the community. Alternatives to the automobile will include transit services and numerous bicycle and pedestrian linkages.
The hub of Pacific Highlands Ranch is the Pacific Highlands Ranch Town Center which consists of 205 acres and serves as a mixed-use community center located between Carmel Valley Road and SR 56. The Town Center will include a Village Square, a 50-acre senior high school, a middle school, 5-acre community park, two single family housing projects, an apartment/condo project and office space, as well as a fire station.
