Finally, for those who are able to enroll and matriculate through CCEP, most clients are not ready to be discharged from the program within four months (the treatment timeframe) due to a variety of reasons, with the lack of reliable housing being the most pertinent and pressing. Clients are unable to procure housing due to their inability to pass background checks as a consequence of criminal records, poor credit histories and financial struggles (most clients are receiving public assistance, and are unable to afford the cost of rent with the money they receive). Furthering this issue is that fact that public housing waiting lists are rarely open for clients to apply. As such, even if the client were able to pass a background check, improved their credit history enough to qualify, and garnered enough money to pay rent, public housing would still not be available to them.
In the coming years, CCEP will strive to inform potential clients of the very involved nature of the program and will, as needed, incorporate lead time and/or alter the intervention schedule for clients to be able to complete their legal and other responsibilities while acclimating to the program.
10.3 Streamlined data collection and evaluation
The first year presented a learning curve as to the collection and synthesis of the data collected through the GPRA instrument and the study at large. As part of its evaluation effort, Dr. Nelms established a coded structure that will enhance our ability to import and analyze data from the GPRA instrument for the remaining years of the grant. When, and if SAMHSA officials, particularly the program officer, may need to review the status of the project, CCEP will be able to produce the appropriate tables and figures to present summary data within an expedited timeline (usually between one to two days). The same type of structure has been established to import and analyze data collected over the course of the interventions (attendance to specific classes/sessions, answers to questionnaires and program-related instruments, expenditures, itemized client record, etc.). We anticipate that our understanding of the data will lead to greater insights as to how to administer the program and further articulate progress.
