After lunch we made our way to the heart of the city,
                                                              the lushly planted Plaza 9 de Julio framed by impres-
                                                              sive buildings of religious, cultural and historical
                                                              importance, especially the impressive 18th-century
                                                              Cabildo, a neoclassical colonial-style cathedral.  The
                                                              plaza was filled with families, many with dogs who
                                                              loved to chase the flocks of pigeons who seemingly
                                                              owned the square.
                                                                At the center of the plaza stood the majestic monu-
                                                              ment to General Belgrano’s most famous victory in the
                                                              battle for Northern Independence. Outdoor cafes and
                                                              souvenir and wine shops lined the square. Because
                                                              it was still early, most of the tables were empty. They
                                                              would begin to fill around 9 p.m. when the city comes
                                                              alive -- as it does in the rest of the country.
