The drowning victim was a 16-year-old boy who was thrown from the back of a rapidly moving personal watercraft (PWC) and run over by another PWC in trail. There were two teenaged boys on the lead PWC and three teenaged girls on the trailing PWC. The conditions of the bottom of the rock-strewn reservoir in the north-central United States were very cold fresh water with an average bottom depth of 110 ft (33 m) and approximately 10 ft (3 m) visibility. The last seen point was very confusing due to several conflicting witness testimonies. The varying depictions of the last few seconds before the victim was thrown from the PWC follow.
Witness #1 was the middle passenger on PWC #1 (girls). She stated that PWC #2 (boys) cut in front of them after they went around the south side of the rock island and then sprayed them, throwing the victim into the path of their PWC (Figure 21.20). They immediately stopped and turned around to render assistance.
Witness #2 was the driver of PWC #2 (boys). He stated that they pulled alongside PWC #1 (girls) and then turned left to spray the girls (Figure 21.21). The victim fell off into the path of PWC #1.
