INSTITUTIONS, ALL INSTITUTIONS, JUST HAVE A HISTORICAL TENDENCY TO EVOLVE
SLOWLY, IF AT ALL. THAT’S ESPECIALLY TRUE WHEN YOU DON’T’ GIVE THEM THE
CONSTRUCT AND STRUCTURE TO MAKE THOSE CHANGES.

Hon. John McHugh, Secretary of the Army (SECARMY)
