Casualty Operations
Section I
Introduction
This chapter discusses procedures of casualty operations in theater; provides instruction on line
of duty determinations; reporting prisoners of war and missing in action; escorts and funerals;
and records management. Provide commanders and their human resources staff guidance on
casualty reporting, notification, collateral reports and mortuary affairs. The Charles C. Carson
Center for Mortuary Affairs, a $30 million, 73,000-square-foot, state-of-the-art facility, became
home to the mortuary in November 2003. In addition to the Port Mortuary, serving as our
nation's sole port mortuary it is also the largest mortuary in the DOD and the only one located in
the continental United States.
7–1. Purpose
Handling casualty operations is one of the critical HR tasks, completion done accurately and
efficiently. It is a critical part of the Army taking care of Soldiers and family members. As senior
HR professionals, we are responsible for ensuring casualty operations occur in your unit.
Casualty operations includes the production, dissemination, coordination, validation and
synchronization of casualty reporting, notification, assistance, line of duty determination,
disposition of remains, disposition of personal effects, and military burial honors. Casualty
Assistance Centers have more information by location.
