          BY MODERATES. FRANKLY, EE OBSERVED, SHORT-TERM AID
           AND RECONSTRUCTION ASSISTANCE CAN BE EXTENDED BOTH TO
          MEET IMMEDIATE HUMAN NEEDS AND TO SERVI OUR LONGER-RANGE
