Hazardous waste generation is not limited to industrial facilities, but it extends to
academic institutions, hospitals and homes. Development of hazardous waste
management system in not an easy task specially in developing countries. This
system should be an integrated system which based on waste reduction, reuse,
recycling and finally treatment before disposal. In an African country, a misleading
project for reuse of hazardous chemicals in an academic institution was recorded.
Many international chemicals companies planned to closure, so they donate their
chemicals to universities and institutions in the surrounding areas. The donated
chemicals are in huge amounts and it was higher than the tolerance use in
institutions. As a result, those chemicals are stored for long time and most of the
container lost their labels. Other chemicals have commercial names and not
accurately identified. This situation generated a hazard environment in the
academic institution specially with increasing the ambient temperature in summer
days. Absence of framework and regulations addressing the hazardous chemicals
management is one of the main reasons for such problems. In most of the
developing countries there is not clear system for handling, transportation, and
treatment of hazardous chemicals/waste before disposal. Other countries have not
adequate implementation procedures for regulations because of the fragment of
responsibilities between the different governmental authorities.
