     Key Recommendations:
The report puts forward 10 key recommendations:
      1. Adopt a shared definition of measurable school inclusion.
      2. Schools’ cohorts should reflect their local community.
      3. Reform accountability measures to incentivise and reward inclusion.
      4. The vast majority of children’s needs should be met through timely universal and
targeted support, with £850 million additional funding.
      5. Every school needs leaders with inclusion expertise.
      6. The most underserved schools should be able to recruit and retain the best teachers
through further tilted funding and incentives.
      7. Working with families and local communities should be a recognised domain of
      professional practice.
      8. Government must address the fragmentation of services for children and families
through a shared outcomes framework and improved access to mental health and speech
      and language support.
      9. Every school should use data on student experience and lost learning strategically.
      10. All pupil movements should be equally visible and accountable through legislation.
      Implications:
•Adopting the report's recommendations would require significant shifts in policy, funding,
and practice across the education system.
•Increased focus on whole school inclusion could lead to improved outcomes for
disadvantaged students, reduced exclusions, and a more equitable education system.
•Greater transparency and accountability regarding pupil movements could help prevent
off-rolling and ensure that decisions are always in the child's best interest.
•Enhanced collaboration between schools, families, and community services could
provide more holistic support for children's needs.
