Finally, I asked you and the developers to consider a section 106 or similar order to provide
Ashbourne Park with a separate entrance onto the A22 or a connection to the existing Pips
and Pips Cottage drive. This would protect our mainly elderly residents from construction
and future traffic problems and would provide the developer with an uninterrupted building
line throughout the entire WH:LIC site. You did not bother to raise this suggestion nor
consider commissioning a junction analysis.
I have read your recent, but incomplete and misleading, disclosures on the Mid Sussex District
Council (MSDC) planning website:

but were not loaded onto the MSDC website until 20 November 2018. This unacceptable

delay – which repeats earlier failings and misleading recording of “dates received” - is not
perceived as accidental, but suggests a strategy to allow you time (and secrecy) to find a
solution you “can support” and ambush objectors with a fait accompli;
Delayed disclosures are potentially critical because of the 42-day limit imposed for Judicial
Reviews and are a breach of process.
Lytle Associates complimented you on your “proactive” approach to the application and
minuted that Mr Dorman, the Urban Design Officer, encouraged “informal” contact with the
developer’s representatives to find a solution that planning officers could support. I can only
guess what these words mean, but they are at variance with the assurances given to Mr Tillin
of your Trappist like independence.
Also, it is difficult to understand why Mr Dorman’s input – as an urban design expert - is
relevant to the Wealden House developments which are in a rural area or why comparison is Page 6
made to the Beacon Heights project which is in the urban heart of Haywards Heath.
