Michael Blumenthal and Chairman William Miller of the Federal Reserve Board, Carter said he was %u201c deeply concerned%u201d over the nation%u2019s currency situation and said he had ordered his top aides to study ways of correcting the slide.In the past year, as any tourist can confirm, the dollar has lost more than a third of its value in relation to the Japanese yen and Swiss franc and about half as muchagainst the German mark.The president%u2019s statement did cause a brief upward flurry in the dollar in late European transactions yesterday but the wait-and-see attitude prevailing in London and Zurich, the principal markets overseas, did not augur well for the Washington program, whatever its final form is. Before the end of the day, the dollar was declining again.The Europeans, moreover, are not relying on Washington alone to remedy the instability in the money markets. Prices on the New York Stock exchange rose after President Carter announced he was considering action to prop up the sagging dollar and not even an indication that part of that action would include higher interest rates and a tighter money supply was enough to erase the price rises entirely.Trading was moderately heavy,36.120.000 shares changing hands, compared with 29.7 million a day previously. The 1,011 advances about doubled the 531 declines.The Dow Jones index of 30industrial stocks rose 7.45 points to close at 894.50, just short of the 900mark that has been a psychological barrier for the past week.
