Carol Bellamy is adopted.The bill, No. 2353, entitled %u201cAnAct to * Amend the Persona)Property Law, in Relation to RetailInstallment Credit Accounts,%u201d isreceiving the strong support andbacking of the Citizens UnionCommittee on State Legislation.%u201cAnyone who has everquestioned a charge on his monthlycredit card statement will realizethe vital importance of thism easure,%u201d Senator Bellamystated. Explaining that itsometimes takes as long as sixmonths to achieve satisfactoryresults when dealing with retailersconcerning questionable charges,Senator Bellamy said that the billwas designed to prevent thesituation in which a buyer becomesso frustrated at watching themounting interest charges whilereceiving no reply from theretailer that he pays the bill simplyto avoid the extra interest.%u201c This legislation,%u201d SenatorBellamy said, %u201cwould provide astrong incentive to sellers to settlecustomers%u2019 inquiries promptly andwould also tend to prevent billingabuses which commonly take (daceunder the present system.%u201dSenator Carol Bellam y alsoannounced that she and Assemblyman Tony Olivieri have introduced an amendment to theconstitution which would providefor the establishment of a felonysentence review court. SenatorBellamy said that the bill wooMprovide for the correction ofsentences which were set for excessive or too lenient periods oftime while taking into consideration the nature of the crime,the offender%u2019s character and thepublic welfare.Supporting the legislation wasLawrence H. Cooke, AssociateJustice of the Appellate Division,who proposed the action in May,1972, before the Young Lawyers%u2019Section of the New York BarAssociation in Albany.
