However, despite the seeming obviousness ofthe current picture, it has not comeabout from out of the blue, but onthe contrary has been the subjectof focus of people on the force ofmany police members who haverecognized that a forbiddingautocratic attitude was indeedtaken on as a shield by manypolicemen.Capt. Harry Levine, presiding officer atPrecinct, on UnionCobble Hill Carrollthe Columbia St.proponent of theSt.the newthe 76thborderingGardens andarea, is anew realisticimage, and a believer in the idea ofthe socially aware cop. Though herecognizes the policeman as %u201ctheold time individualist,%u201d and doesn%u2019tput down that attitude, he feels thatcertain tight stands can be tempered by understanding the %u201cotherperson%u2019s point of view%u201d .Capt. Levine, who came to the76th on March 9th and heads agroup of about 129 officers and 49street-crossing guards, hopes theconnection between the police andthe community can be enhanced. To this end, he has instituted and%u201c open door policy,%u201d invitingmembers of the community tocome in and talk-to bring theirproblems to him %u201ceven if they arenot directly police related.%u201d Rapsessions with the men in theprecinct are a formal weekly set upand go on inpromptu as w ell/During these times, problems andattitudes are discussed. A receptionist programwhere community women act asreferring people to other agenciesif necessary, has been successfuland has allowed the officers tospertd more time on police work, headds. The biggest obstacle, theCapt. notes, is that the policemanis often seen at his worst arresting& giving summonses. But understanding must come from bothsides. %u201cPeople have to understandthat we won%u2019t just chase peopleaway or make arrests becauseothers are annoyed.%u201dA Brooklyn resident, married, with a daughter working in Radio iand TV, and a son who teaches in aBedford-Stuyvesant school, Levinehas been on the force since 1949 andworked the Borough in Bed Stuy,Flatbush and .Crown Heights.Recipient of a Degree in PoliceScience from John Jay College,Levine became a Captain in 1970and was then stationed at %u201cintegrity control%u201d in Staten Island, acenter investigating internalcorruption. The newcomer to the SouthBrooklyn scene finds the neighborhood gratifying. %u201cPeople seemto be rooted; take pride in theirhomes, which makes thembasically reasonable and lawabiding,%u201d he says. Problems hereare likely to be solved. The precinct itself, Levine notes, and a one act opera, %u201cBastien andBastienna.%u201d Singers were VirginiaBitar Lindle, Paul Parker andDaniel Bonilla. Parker and Ms.Lindle, who sang the title roles, areregulars in the First PresbyterianChurch Choir. The work was sung with conviction and charm. Bonilla, a closepersonal friend of the conductor, who played Master Colas, had aspecial impish elegance in the roleof the magician and has theauthority necessary to bring us tothe magic strand where we candelight in his rescue of shepherdsand shepherdess willing to jumpinto the nearest river because ofunrequited love.Captain Harry Levinehas a new gym, and a library, andhas offered space for Jdhn Jaycourses which are now beingdecentralized-being brought to themen in their own places. For the past year an anti-crimesquad composed of men andwomen in civilian clothessometimes in disguise-has beengoing after violent crimes. Inaddition, a volunteer auxiliaryforce of about 160, underPatrolman John Loprete, has beeriworking zealously around the area,as has a Junior Auxiliary (kidsfrom 14-17) which was begun twomonths ago. The latter group hasbeen working with senior citizensand handling the new bicycle I.D.program.Block security, encouraging thepolice officers, (many of whom livein or near the area) to spend moreoff duty time in the neighborhood, bringing the police-student rapsessions to additional schools, aswell as cutting down crime andaccidents in the area, are some ofthe questions Levine is involvedwith. However, as a lover ofrecreation, spending time atMonroe N.Y. where members ofhis family run a summer camp, and at Fort Lauderdale Florida,Levine promises to someday solveall the problems of the 76th, andthen move down South to soak upthe sun and teach.Ban Autos in ParkProspect Park will become ahaven for traffic-wearyBrooklynites this summer due to anew policy adopted by the ParksDepartment Mayor Lindsay andParks Administrator Richard M.Clurman have announced thatProspect Park will be closed totraffic on weekdays between 10a.m. and 4 p.m. for the summermonths.Commissioner Clurman explained: %u201cOur expanded program of reopening the parks to the people will benefit bike riders, strollers and youngsters who will%u2666%u2666%u2666%u2666%u2666%u2666%u2666%u2666%u2666%u2666%u00ab4
