Y. State Liquor Authority, it was revealed by Chairman Bertram D. Sarafan in a letter to City Councilman Fred Richmond received last week.Richmond, who had described the section of Flatbush Ave. between Atlatnic and Eighth Aves. as %u201cgin mill alley%u201d, had previously blasted the Commission for refusing to impose a moratorium on the issuance of licenses along the Avenue and allowing state licensed premises to be blatantly used for prostitution.Sarafan said the Commission had no power to arbitrarily refuse to issue licenses, and must consider each application on its merits, under the law. However, he revealed that %u201cSince Sept. 11, 1973, there has been a %u2018stop%u2019 in effect on Flatbush...against the issuance or transfer of any liquor license. This means that every application in the area must be referred to the full board of commissioners for decision.%u201dOn Feb. 20, the commission disapproved an application for alippnsp at 291-293 Flatbush andterminated one at 270 Flatbush. %u201c The disapproval was based primarily on the Authority%u2019s judgement that there were a sufficient number of licenses in the area to serve the public convenience,%u201d said Sarafan. \judgement was predicated upon a survey of the area conducted by the Authority last fall.%u201d He added, \isssued since last fall.%u201d
