Reapportionment of legislative and congressional district lines in Brooklyn, expected to be approved this week by the New York State Legislature, make major changes in representation a distinct possibility for downtown neighborhoods.The new lines, which were released early this week by the leadership of the Republican-controlled Legislature, are expected to be adopted when the Legislaturemeets in full session on May 29.The re-apportionm ent is the result of a Federal Court decision which found that the Brooklyn and Manhattan district lines created by the regular reapportionment following the 1970 census discriminated against minorities, and ordered a redrawing of the districts for the 1974 elections.If the new districts are approved by the State Legislature this week, the major changes locally would be:New AssemblyI District Lines1. Brooklyn Heights and most of South Brooklyn would be tied to Manhattan in the 25th State Senate District now represented by Senator Paul Bookson of Manhattan. The Manhattan part of the district take? in the Lower East Side, up to 14th Street. Bookson%u2019s district nad previously included Fort Greene.2. Fort Greene. Boerum Hill, Gowanus and Park Slope to Union Street would be in a new 23rd Senate District which is bordered on the east by Marcy Avenue, reaches north into Williamsburg, and south to Lefferts Avenue in Flatbush, on the eastern side of Prospect Park.3. The 14th Congressional District would be changed to omit Bushwick and half of Greenpoint from the district, and pick up all of Clinton Hill and a major part of Crown Heights and adjoining areas, east to Troy Avenue and Throop Avenue, and reaching south to Empire Boulevard. The district had previously had a local eastern boundary that ran irregularly along Taffee Place, Hall Street, Clermont and Grand.4. Curiously, the 52nd Assembly District that now includes all of Brooklyn Heights was changed to omit one of the major apartment buildings in Cadman Plaza - 75 Henry Street, which was shifted to the 57th Assembly District. Controversial Block 207, bounded by Poplar, Hicks, Henry and Fulton Streets, was also attached to the Fort Greene-based 57th. The 52nd lines were extended south along the waterfront where no one lives into Sunset Park, and east to Vanderbilt Avenue into Prospect Heights.5. Park Slope%u2019s 51st Assembly District got a bit of geographicallysmall but major-impact surgery when the northern boundary of the district was moved down to an irregular line along Sixth and Seventh Streets, cutting out the residences of the district%u2019s two Democratic leaders, Charles Monaghan and Louise Finney, and the 1972 Democratic Assembly candidate, Joe Ferris.6. These three now will live in the 44th Assembly District, represented by Flatbush-based Democrat Mel Miller. The 44th also picks up a big hunk of Crown Heights, bordered by Eastern Parkway, Empire Boulevard, New York Avenue and Prospect Park.The most radical change in the entire two borough redistricting will take place in Brooklyn. The %u201c new%u201d 14th Congressional District, which includes the northwest portion contains a black population which is approximately two-thirds of the total population of the district.
