                                    Yardstick Measures UpBY DAN ICOLARIBefore Richard Dietz formed a partnership with Ronald Madson and created YARDSTICK in early 1972, he spent five years at a Wall Street brokerage firm. Madson still works as an art teacher in a District 13 elementary school.YARDSTICK was at first a fabric shop with a small selection of needlecraft supplies, but when Dietz and Madson reopened the store after a fire gutted a number of stores and the second floor of their building, they decided to specialize in needlecraft. It seems to have been a wise decision.In a relatively small space, YARDSTICK manages to carry a very full line of related merchandise - needlepoint kits and supplies, custom needlework designs, crewel embroidery and supplies, knitting and weaving yarns, rug-making supplies and macrame supplies. The attractive window display contains a real surprise - a pair of clog forms that one can needlepoint or bargello, which is a form of needlepoint that employs large stitches used to make abstract designs.While I was in the shop, a steady stream of customers filed in and out, several of them with work samples, asking for information, opinions, instructions. The incumbent Assemblyman narrowly defeated Assemblyman Joseph Martuscello in 1972.IN THE 14TH CONGRESSIONALDISTRICT, THE MAJOR NEWS ISTHE announcement of the retirement of incumbent Congressman John J. Rooney, who is retiring after 30 years in the Congress. Rep. Rooney says he will return to his home on Congress Street.Meanwhile, candidates for the reform Democratic designation are in the middle of a week-long competition for the joint endorsement of reform clubs. Meetings have been held in Williamsburg, Brooklyn Heights and Carroll Gardens, where reform club members are casting secret ballots expressing their choice between Sam Beard, Donald Elliott, Cesar Perales, Priscilla Rassin and %u2018%u2018No Endorsem ent.%u201d Community meetings are ,also being held, open to the public, in Fort Greene, Gowanus and Williamsburg.However, new candidates or possible candidates expressing their interest in the newly-drawn 14th Congressional District seat are emerging almost daily, and the failure of the 14th C.D. Reform Caucus to include any residents of new areas of the district, as redrawn by the State Legislature, is drawing fire from both candidates and participants.Approximately one-third of the new district is brand-new, added from the old 12th District, represented by Rep. Shirley Chisholm. The new areas which contain predominantly black residents,o AAiaA i n o n 4 a o r a n l n osecond m in o rity -re p re se n te d district in Brooklyn. This area has been omitted in the balloting among reform and independent Democrats. %u2018%u2018It defeats the purpose of reform,%u201d says Priscilla Rassin, %u201c to leave out a major part of the population from this process.%u201d Other comments include that of one observer who said, \so-called liberals to very real charges of discrimination.%u201dThis problem was pointed up in the presentation of William Banks to the West Brooklyn Independent Democrats in the club's endorsement meeting in Brooklyn Heights on Tuesday night. Banks, speaking for the 14th Congressional Black Leadership Conference, said that his group, which is composed of black leaders throughout the district, is %u201c drafting%u201d Joseph Mann to run for Congress.Speaking to the group, which it is expected will back the %u201c liberal%u201d candidate in the field expected to compete in the Democratic primary, Banks said in a prepared statement, %u201cThe reality is that black voters provide the liberal candidate with a greater percentage of votes than any other group. Therefore, no liberal candidate can win withoutthe active support of black voters.%u201d If the announced candidates agreed that the 14th was now a %u201c minority district,%u201d he called on them %u201c to joinus in our unequivocal support of Joseph Mann%u201d if they are to be %u201c viewed in the future as honest and genuinely concerned with the development of winning coalitions.%u201d In other Congressional developments, it is expected that City Councilman Fred Richmond will announce his candidacy for Congress in the 14th within two weeks. Richmond is believed to be actively seeking support in the new black areas of the district, and if he enters the race, is certain to have the backing of the Regular Democratic organizations in each of the areas of the district.
