We elect them, more often than not we pay for them, and in turn they%u2019re supposed to sharpshoot for our needs and respond to local problems. And so, when Boerum Hill residents and members of the Advisory Board to the affairs of the Single-Room Occupancy Times Plaza Hotel called on Congressman Fred Richmond to help them improve conditions in the hotel, he turned out in high style and bravado, touring the facilities and drawing sellout media crowds.Arriving last Friday, while Hurricane Fred was industriously stomping up most of Alabama, Congressman Fred came wiffling into the Times Plaza, at 510 Atlantic AVe., pursued by a media blitz and flocks of aides and staff members.UNANNOUNCED VISITWhile the Congressman%u2019s visit was billed as %u201c unannounced%u201d by his Press Secretary, who called the PHOENIX to announce it, hotel owner Abraham Ailon seemed to be the only oneleftin the dark on September 14 when reporters, photographers, cameramen and soundmen from WNBC, WCBS, thcDailv News and WINS radio all showed up on his doorstep waiting under glowering clouds for Richmond to arrive. Clustered about at their skirts were grim-faced members of the Times Plaza Advisory Committee.When Richmond finally stormed into the building in ferocious cheer and high histrionics, he didn%u2019t disappoint, rushing from floor to floor in the nine-story building, shouting complaints from scattered rooms and interviewing some of the hotel%u2019s residents. %u201c 1 just see one measly shower in here,%u2019%u2019 he bellowed from a ninth-floor bathroom, as his pursuing coterie of newsmen closed in for clear sound and revealing camera angles. %u201c Do you mean to tell me that this entire floor uses only one shower? And,Mr. Ailon, I can%u2019t understand why your toilets move,%u2019%u2019 he said, scudding a facility around in its stall with his foot.%u201c Let%u2019s be open and liberal\Ailon pleaded fervently. %u201c Everything you are showing us will be fixed%u2014we are working on it now.%u201d And so it went, floor by floor. As Richmond set foot on each level, he was buttonholed by his aide, Frank Silano, who pointed out broken locks, stuck doors, messy corners and odorous spots in the area for the Congressman to %u201c discover\and then hustled downstairs to case the next floor. Much of Richmond%u2019s information turned out to be as sketchy and garbled as his familarity with the physical plant; he had confused two tenant suicides that occurred last winter and spring and believed they had actually happened over the summer, and had mixed up similar information along the way to provide a distorted view of the problems in the building.In fact, much to Richmond%u2019s consternation, most of the Plaza residents he spoke to seemed nonplussed about his presence,Traditions ContinueLongest and Sound glisten in the far ! distance while in the other direction the industrial centers of New Jersey mark the horizon. It%u2019s a sight that draws international tourists as well as 5,000 children yearly from local schools and camps. Advisory Board members went unnoticed until Pat Smydcr. co-chair of the Board, finally gathered task in hand and introduced himself to several of the reporters in time for a quick interview.GET IT DONEBetween floors, with Richmond leading on ahead, owner Ailon turned to Snyder and snarled, %u201c You come in here to destroy%u2014if your intent is to help me, then help me!%u201d Snyder replied stonily, %u201c My intentions are not to help you, just to make sure things get done.%u201d After the dust and commotion settled and everyone could breathe easily again, Richmond%u2019s visit seemed to leave dubious results. Much of the local political impact of the Congressman's impresario tour had been dissipated as the news networks, more unfamiliar with the hotel and its history than Richmond himself, jockeyed for position. Advisory Board members felt that the visit was good in that, as the public eye travels down to the Hotel, the heat is put on for Ailon. Still, as time passes, the heat wears off and leaves behind more antagonism than usual in the dispute.The next move in the process remains unclear. Richmond left Ailon with a month%u2019s grace to finish repairs that were in process and to correct building violations and the like, after which time he plans to come back and give the facility a oncc-ovcr. Like the proverbial month of March or his Hurricane namesake, the Congressman came blustering in with a terrible roar, bu' left in moresubdued and conversational tones, talking in a friendly manner about snaring federal funds for some physical rehabilitation in the lobby and planning to seek better services for Welfare clients and mental patients housed in the structure.I%u2019LL BE BACK%u201c This is half your fault and half ours,\that some of the problems arose from inadequate care by state and countrywide services. %u201c I%u2019ll be back in 30 days,%u201d Richmond assured, leaving behind a situation as openended and polarized as was there when he arrived.In the meantime, Ailon is conducting a renovation of manv of the hotel%u2019s facilities,which he estimates will be well finished by the lime Richmond returns. Centering on better maintenance and refurbished bathrooms and kitchen spaces, the repairs have improved the building since April, when the Advisory Board started its active role as a clean-up agent. Corridors that were once grimy and putrid have been cleaned and scrubbed.In addition Ailon has fully renovated the sixth floor of the hotel, ravaged last winter by fire, into $8-a-night lodgings of a better grade than the rest of the rooms. He says he hopes to extend the renovations to other floors in a bid to attract more voluntary tenants and to lessen the Times Plaza%u2019s dependence on Welfare cases. %u201c We arc moving ahead on work,%u201d he asserted. %u201c I cannot do this overnight%u2014but where there are problems, we are working to fix them.%u201d ______NYPDJEWELRY CATCH: on Sept. 17at 2:30 p.m., two burglars were apprehended inside an apartment at 15 Willow Place.
