Reach A Stand Off In Pollution FightBY JEAN LENIHANThe Boerum Hill Clean Air Committee (CAC) and the Ulano Corporation, a chemical factory, on Bergen Street seem to be at a stand off right now.Members of the CAC have criticized Ulano for allowing \carbons\Hill, which the committee says already gets too many pollutants from chemical plants in New Jersey and high congestion of automobiles in the streets. Representatives of Ulano at the meeting said that they \about the installation of an emission control system,\expense of such a venture and they add that they are now complying with government emission standards.The CAC also objects to a \smell\plant as are the possible expansion plans by Ulano.Toluene, the substance under attack by CAC for causing, \damage, digestive and menstrual problems, and possible miscarriages.\easily detectable in the air. but Lester Bradack, Executive Vice President of Ulano, said that \ing the levels of toluene emitted from our plant. We have safe levels of toluene.\ing to the City%u2019s Environmental Protection Agency standards.After six inspections in the past two years by the City Environmental Protection Agency (E.P.A.), Ulano has a clean bill concerning their anti-pollution devices and safety regulations. The most recent inspection was conducted October 29, and, \odor emission or toxic vapors were found present,\Dina Nolan. Secretary to the Department of Environmental Protection. Air samples were taken on October 24 by members of the Science and Technology Dept, of E.P.A., on Wyckoff and 3rd Avenue in Boerum Hill, directly downwind from the plant, and, \organic vapors were found, including toluene,\The Clean Air Committee is not satisfied, however. \these levels are really acceptable,%u201d says Shelly Koppcll, spokesperson for the CAC. \from now they may find these levels were unacceptable. What then? We want Ulano to have the best technology available to deal with these emissions, not just meeting current standards.\The system Ulano is talking about installing, an %u2018%u2018Emission Control System,\and would be \project this company has undertaken,\there will be additional changes within the anti-pollution laws soon.\Ulano would be required to install the system. \all industries for ozone layer maintenance,\At this point Bradack has no idea how long it will take Ulano to install it. They will have to go through City, State and Federal E.P.A's plus applying for financing through the federal Pollution Control Board.The CAC has not abandoned their struggle by this announcement. \system comes through,%u201d Koppell said, \that it will be done-something more tangible than their words.%u201d \Ulano's expansion plans were not revealed at the meeting, but Bradack now says, %u2018%u2018We have tentative plans for modest expansion,\storage being the main considerations.Oppose Baruch MoveContinueditself. Ten years ago, the Board of Higher Education first planned a Brooklyn move for the college, then as now cramped in the five buildings it owns or rents around Lexington Avenue and 24th Street. Baruch sought instead to rent a 40 story office building in lower Manhattan, where space was vacant during the \the Manhattan office market. The State Board of Regents responded in 1973 with a reaffirmation of the Brooklyn plans, and the Board of Higher Education approved a master plan for the Baruch campus in 1974.The master plan, prepared by Kahn and .Jacobs/ Hellmuth. Obata and Kassabaum, described a $873 million cam pus (in 1973 dollars) of seven interconnected buildings housing schools of Liberal Arts, Business and Public Administration, and Education, as well as an auditorium, gym, library, and administration buildings.Director of Facilities Planning and Management for the board of Higher Education, Donald Farley, describes what happened. The report stated, \should be abandoned. Such a move would be costly, unnecessary and not in the interest of Baruch.%u201dAt Baruch, most administrators, including Assistant to the President Thcresc Belsito, treat the Brooklyn Campus question as a thing of the past. Baruch%u2019s Director of Campus Planning, Marilyn Mikulsky, says that the space used now is \that it has been %u2018%u2018improved immensely%u201d with the realization that even if a move did take place, it would be many years away. She adds that Baruch is making do with \student ratio basis, of any of the CUNY colleges except Hostos in the Bronx, but that the college holds leases on all the space it uses, not anticipating a move.Still, the move to Brooklyn has never been officially dropped, and support, by neighborhoods, businesses. and the Borough President will be seeing its expression in the weeks to come.
