The deadline for submitting statements of support or opposition by the public was to end at 5 pm on December 5. However the Banking Board, a body charged with regulating the banking industry, met at 10 am on December 5 and approved the Bank%u2019s application.Repeated phone calls to the Banking Board went unanswered. Bank on Brooklyn says it is investigation possible legal action against the Board. Bank on Brooklyn had testified at joint hearings of the State Banking Board and the Federal Deposit Insurance Corp. (FDID) in November that the Brooklyn Savings Bank had discriminated against racially integrated neighborhoods such as Prospect Heights, Fort Greene and Clinton Hill and said that in 1978 the Bank made only one loan to these areas combined.Cadman Bridge DemolishedA long debate over the ownership of the Cadman Plaza Pedestrian Bridge, which was built over Middagh Street when the large cooperative complex was first constructed, has ended in the demolition of the bridge.The argument began when the city tried to track down the party responsible for paying franchise fees on the bridge and sued the project sponsor, Whitman Close Corporation, for back fees. The sponsor maintained that the cooperative owners of the 75 Henry section of Cadman Plaza had purchased the bridge along with the rest of their property and that they should pay the fees. The cooperative owners, Whitman Owner, Inc. were brought into the suit and eventually found responsible because the bridge was mentioned in the title transfer. Speaking for Whitman Owner, Peter Burgess of the management reports that the cooperative was faced with not only franchise fees and maintenance on the bridge, but also with applying for a new license when the ten year license for the bridge expired. Because there is now a traffic light at Cadman Plaza and Middagh St., Burgess says, the bridge had fallen into disuse and the owners thought it best to tear it down. %u2014L.H.Civic Council Supports LIRRThe Park Slope Civic Council lent its name to the growing groundswell of support for the old Long Island Railroad Terminal building at Flatbush and Atlantic Aves. at its last meeting Dec. 6, joining an enthusiastic group of followers looking to save the Terminal and its surrounding complex from a pending demolition. The Metropolitan Transit Authority plans to knock down the building to make way for track improvements underground, but many residents have cast serious aspersions on this idea. The Civic Council resolved to write to Borough President Howard Golden in protest of the plans, recommending that he join with local groups in advocating a renovation job for the structure.The Council also chose to call Parks Department Commissioner Gordon Davis, because Joel Skolnick, a Parks coordinator of recreational activities in Prospect Park, is being unwillingly transferred to Queens parks. %u201c A good man is hard to find; we should try to keep him,%u201d Council President Jim Goetz told the trustees at the meeting.The next Civic Council General Meeting will be held on Jan. 17 in the Montauk Club at 6:30 pm where, following a bring-your-own-dish dinner (the trustees will supply coffee and wine), the meeting will break up into a series of committee workshops, broaching such subjects as the annual House Tour, Sanitation, History and Landmarks status, Schools, Health and Hospitals and Coterminality. %u2014LZGHealth Center Solves Staff IllsBY CONNIE PASALACQUAThe Board of Directors of the South Brooklyn Health Center in Red Hook is moving to remedy problems arising from the resignation of its Executive Director Jeffrey Latman last August and sees progress in that the federal Department of Health, Education and Welfare (HEW), its funding agency, has approved a grant to start up a satellite in Park Slope.Cesar Perales, Regional Director of HEW reports that Congress has voted to appropriate the monies but that it is possible that HEW will stipulate %u201c conditions%u201d that have to be met before funds can be spent. In the past HEW has said that %u201cthe absence of an approved Project Director could cause a lapse in grant funding.%u201dMichael Rubino, chairman of the South Brooklyn Health Center, says that the Center is expecting to appoint an Executive Director soon.
