                                    Low Income Houses To Be Built In Red HookA low-income co-op housing project is now being planned by the Carroll Gardens Association Red Hook Development Project tor a piece of vacant city property at 722 Henry Street.The association received funding from the State of New York for planning the rehabilitation of a building in Red Hook and following a study that was conducted by Pratt Institute, the Henry St. housing project began looking for funds to rehabilitate the building. Plans call for a 21-unit complex including four studio, 11 one-bedroom and 6 two-bedroom apartments.The association is now submitting an application to the City%u2019s Low-Income Housing Trust Fund for the $385,468 project. A furtherapplication to the Housing Preservation Department is about to be filed for $30,000 to hire staff to work on the development.At its Aug. 5 meeting, the City Properxies Committee of Community Board Six held an information meeting on the Red Hook project. A further discussion on the HPD request is scheduled for the committee meeting Sept. 2.Jim Albano, with the Carroll Gardens Association says that %u201cassuming there are no objections,%u201d construction will begin in the Spring. %u201cYou have to remember, we%u2019re dealing with government agencies,%u201d he says, referring to the maze of boards that have to approve any project before construction can start.%u2014R.T.Sunset Park Hospital Given Service AwardLutheran Medical Center in Sunset Park has been named the winner of the Foster G. McCaw prize for %u201chospital excellence in community service,%u201d in a nationwide competition held by the Hospital Research and Educational Trust of the American Hospital Association.The hospital was recognized for its work in developing programs to meet the health care needs of low-income residents in the community and its provision of alternative housing for the aged. The prize, given out this year for toe first time, includes a $75,000 grant endowed by toe Bacter American Foundation, and is awarded to a hospital which despite nationwide economic constraints, continues to build far-reaching programs of community service.George Adams, president of Lutheran Medical Center, acknowledging toe award says, %u201cWe are grateful to the selection committee for making us its choice. They cam e to understand that what makes us so unique is not only toe programs we have undertaken, but our point of view and how we define our mission.%u201dDonald Perkins, chairman of toe prize selection committee pointed to the pioneering spirit of the hospital. %u201cIn choosing Lutheran Medical Center for this prestigious award, it is important to communicate our sense that, whether one calls it toe presence of an attitude, a culture or a value structure, the hospital%u2019s unique mission to serve the community was embodied in all toe people that we met,%u201d he said.The hospital was chosen for the award out of a field of 176 nominees. I submit this is unacceptable service.6. General inaccuracies on undeliverables. First class mail is misdelivered, and returned to us as %u201caddressee unknown,%u201d when the firm has not moved at all, or marked %u201cnot there, not forwardable.%u201d First class mail is certainly forwardable. I am not confusing this with the regulation that states that mail is not forwardable after a year. I now have so little faith in the random responses on returned envelopes and packages that I send additional first class inquiries to find out if the return is correct. We have had only one case this year where toe recipient had truly disappeared.7. Delivery standards not met. It takes two weeks for heavier first class shipments to arrive in Manhattan, and three to four days in Brooklyn. Therefore, if delivery on time isvery important, I now use UPS. It may cost a little more, but I know for sure toe mail will arrive on time. I have no such assurance with toe Post Office.8. Untrained customer representatives. I was heartened to learn that our new customer representative was out being trained. I stopped even trying to use the prior person%u2019s assistance, because all I received were suggestions of whom else to call in GPO, and the information was frequently inaccurate. It has taken 3 calls in the past to try to reach the correct person, so I found it easier, though more time-intensive, to visit the GPO, which is now a substantial trip from Atlantic Avenue.These are some of toe problems we fight to overcome continually. They waste my time, and toe time of both my secretary and shipp ing clerk, and we earn infuriated customers to boot.
