2023, Ursula Gertrud von der Leyen, the President of the
European Commission, called for a “de-risking” relationship
with China instead of “decoupling.” India, Singapore,
major EU countries including France and Germany, and
the UK, which used to take a neutral stance, also expressed
discontent with the policy of “decoupling.” In April 2023, U.S.
National Security Advisor Jake Sullivan officially mentioned

“de-risking” in his speech at the Brookings Institution.
Furthermore, in the “G7 Hiroshima Leaders’ Communiqué”
issued in May 2023 at the G7 Summit held in Hiroshima,
Japan, the leaders of G7 pledged to “coordinate their approach
to economic resilience and economic security based on
diversifying and deepening partnerships and de-risking, not
decoupling.”
In my viewpoint, the United States appropriately responded to
its allies’ concerns and demands. Washington may successfully
orchestrate efforts with its allies and partners to consolidate
a new global supply chain to their liking. In this way they
could safely de-risk from China as well as reformulate the
international norms and order by ironing out stakeholders’
diverging national interests in the years ahead. In so doing a
new entity will likely shift its stance and apply greater strategic
pressure on Beijing. For instance, in his speech delivered
in April 2023 at the Brookings Institution, U.S. National
Security Advisor Jake Sullivan mentioned not only that
the Biden administration is for de-risking but underscored
the administration’s determination to protect foundational
