T ere is no way to achieve democratic peaceful reunif cation without improving human
rights in North Korea. T e democratic and peaceful reunif cation we seek is a reunif cation
in which all citizens of the two Koreas enjoy freedom and prosperity together. Our f rm
determination and efforts to achieve such a reunified Korea where freedom, human
rights, and the rule of law are alive and well, will attract the response and support of the
international community.
T is is because a democratic and peaceful reunif cation based on freedom, human rights,
and the rule of law will not only benef t the Korean Peninsula but also contribute to peace
and prosperity in the world.
