Article 31(5) also states that the traffic control authority members may arrest any vehicle
driver if he or she is caught rejecting to give their name, address, or any official identity
document, or giving an incorrect name or address, in the event of serious offences like
driving under the influence, reckless driving or causing serious damage to property or
causing a fatal accident.
