Supreme Legislation Committee and Dubai Judicial Institute launch
‘Legislative Drafting’ programme to strengthen legislative
ecosystem
In line with Dubai’s vision to enhance its legislative and institutional framework, the Supreme Legislation Committee (SLC) and the Dubai
Judicial Institute (DJI) have launched a specialised training programme titled ‘Legislative Drafting’, accredited by the National
Qualifications Center under the Ministry of Higher Education and Scientific Research.
The initiative aims to equip legal professionals with advanced skills in legislative drafting, in accordance with UAE national qualification
standards, and to support the development of a modern, cohesive legislative ecosystem.
The launch follows the signing of a memorandum of understanding (MoU) between Ahmad Bin Meshar, Secretary General of the SLC,
and Judge Dr Ebtisam Ali Al Badwawi, Director General of DJI. The agreement underscores both institutions’ commitment to fostering
innovation in legislative development, while strengthening the capabilities of national talent in drafting laws that align with Dubai’s future-
oriented strategy.
Enhancing Skills And Legislative Quality
The programme is designed to meet the practical needs of government entities, offering participants comprehensive training in both
theoretical and practical aspects of legislative drafting. It aims to enhance participants’ legal and technical expertise, enabling them to
contribute to high-quality legislation that reflects the Emirate’s evolving needs.
Ahmad Bin Meshar highlighted the importance of this collaboration, saying:
“We take great pride in our joint agreement with DJI, marking the beginning of a strategic partnership driven by the ‘Legislative Drafting’
programme. This initiative strengthens the skills and expertise of legal professionals across government entities and reaffirms our
commitment to developing a robust legislative infrastructure that anticipates future challenges and aligns with Dubai’s broader development
objectives.”
