The Federal Decree-Law No. 13 of 2022 Concerning Unemployment Insurance
(Unemployment Insurance Law) came into effect on January 1, 2023, requiring both Emirati

nationals and expat employees working full-time in the public and private sectors to enrol
in a new unemployment insurance scheme. This was a major step for the UAE to provide

greater economic security for its workers.

The implementation deadline was initially June 30, but was later extended to October 1 to
allow more time for compliance. This new unemployment insurance

program demonstrated the UAE government’s commitment to protecting labourers
through down periods and economic uncertainty, giving the workforce a stronger sense of

stability.
